In Barnstaple the High St is closed from 10am – 4pm with retractable bollards. Thus allowing deliveries before and after these times. That way the street is pedestrian friendly during the busiest times.
Pedestrianise with access restricted to certain times. No one needs to be driving up there, there are other routes for vehicles to take. Prioritise the people who actually want to spend time in town.
FEET FIRST. Immediately implement PEDESTRIAN PRIORITY from the bottom of High Street throufh the Narrows to the Rotherfold. This is a cheap and easy thing to put in place. All vehicle traffic will then have to negotiate it’s way through the town. Drivers are much nicer when sharing space like this I have noticed elsewhere both in this country and abroad. It also slows them down considerably, especially during busy pedestrian periods and makes rat running far less attractive. Combine this with a 10mph speed limit and average speed cameras in the fullness of time.
Pedestrianisation Fridays and Sats, and foodmarket Suns, 10-4, at least June – August.
Improvement of disabled parking in local carparks and on some other streets including top of Castle Street and Collins Road.
Allowing a calm, clean, spacious centre – instead of cramming onto pavements for a hustle – for some precious hours per week.
And some fun activities, eg:
– Extending the market into the High St, maybe just Sats initially, till the word is out that Totnes has a fabulous space to come and enjoy.
– Games, music and dance, agreed locally for fun and to attract people into the centre.
Keep vehicle access straight up from Seven Stars to allow legit deliveries and for visitors to scope out the high street and for genuine shoppers to stop and shop, but introduce no-right turn into Collins Road (and prob also at the by-pass) and make Plymouth road a cul de sac at the lights (so allow resident access and emergency vehicles only). That way everyone has to go either straight up and turn left at bypass or turn left back into southern area and therefore come back to where they started at the Stars roundabout – voila; significant reduction in Rat-Running.
And have a land train like they do in Lots of French towns with a Totnes Town song playing on a loop! (We will hold songwriting competition – I will be the judge haha!)
